NO - The ballot must be submitted by the voter themselves. (AG Opinion #90-387)
YES - The ballot itself isn't notarized but the affidavit envelope it is put in needs to either be notarized or signed by two witnesses.If you get the affidavit envelope notarized, the "title" for whomever signs it should be NOTARY, not Bank Manager, City Clerk, etc. The title MUST say Notary & the commission expiration date must be on it.
